The modules default to the standard JEDEC speed. To reach 6000 MT/s you must enable the Intel XMP 3.0 or AMD EXPO profile in the motherboard BIOS.

Does the 1.35 V operating voltage require a motherboard with a specific voltage regulator or BIOS setting?

1.35 V is within the normal DDR5 range. Most current desktop boards supply this voltage automatically when the XMP or EXPO profile is active.

The kit is a dual-channel pair of 32 GB modules. Will it work in a four-slot board if I populate only two slots?
