DDR5 4800 registered ECC constraints

The DDR5 4800 interface caps peak bandwidth at PC5-38400 and requires a platform that supports registered ECC RDIMMs. Systems without registered-memory support or with lower DDR5 speed grades cannot use the module at its rated frequency.
