Does the HP ProLiant DL160 Gen9 ship with any hard drives, or do I need to buy SATA drives separately?

The server includes two drive trays with screws but no drives are installed. You must supply your own 2.5 inch SATA drives; the B140i controller supports RAID 0, 1 and 5 for SATA only.

The spec sheet lists 4 GB DDR4 installed yet mentions 16 DIMM slots and up to 1 TB capacity — which configuration should I choose?

Start with the single 4 GB module already fitted. Add DDR4 ECC Registered modules (4 GB, 8 GB, 16 GB, 32 GB or 64 GB) up to 16 slots; speed runs at up to 2400 MT/s depending on the Xeon E5-2603 v3 capability.

What real-world throughput can I expect from the embedded 361i dual-port 1 Gb Ethernet once the server is in production?
