Does this server ship with both CPUs installed so I can use all 12 DIMM slots?

Only one Xeon E5-2603v3 is installed. The second socket is empty, so only the six DIMM slots belonging to the first processor are usable until a second CPU is added.

Will my existing 2.5-inch SATA drives work in the remaining hot-plug bays?

The chassis accepts up to eight 2.5-inch SAS or SATA drives. The three 300 GB SAS drives occupy three bays, leaving five open bays for your SATA drives.

How can I confirm the H730 controller is managing the three 300 GB drives in the RAID level I selected?

During POST press the key shown for the H730 configuration utility, or log into iDRAC8 and open the storage overview to see the virtual disk and its RAID status.
