The server supports 24 DIMM slots when both processor sockets are populated. With one E5-2670 v3 installed, only the 12 slots for that processor are active.

Will the B140i controller recognise the 2.5-inch 500 GB SATA drives if I later add SAS drives in the remaining bays?

The B140i is a SATA-only software RAID controller. It cannot address SAS drives; a hardware SAS RAID controller would be required for mixed drive types.

How can I confirm the Matrox G200 graphics and 48 GB DDR4 memory are detected after first boot?

Enter the BIOS or iLO interface on boot. The system summary will show the G200 video device and list 48 GB of registered ECC DDR4 across the populated slots.
