Twelve-bay SAS limit and RAID options

The server supports up to two CPUs. One E5-2650 v3 gives 10 cores and 20 threads at 2.3 GHz. Adding a second doubles those counts and opens the remaining 12 DIMM slots for memory beyond the installed 16 GB.

What does the 2.3 GHz figure mean once the server is running workloads?

Each of the 10 cores runs at a base frequency of 2.3 GHz. With Hyper-Threading the operating system sees 20 logical threads, so multi-threaded applications can keep all execution units busy at that clock rate.

How does the H330 controller and 6 Gbps SAS drives limit real-world throughput?

The H330 is a 12 Gbps RAID controller, but the three installed 2 TB drives are 7.2K 6 Gbps SAS models. Sequential reads and writes will therefore be capped at the 6 Gbps drive interface, not the controller maximum.
