Upgrade from TL866CS with ICSP and Protection

This model adds a unique ICSP interface for serial download and high-speed parallel high-voltage programming that the TL866CS lacks. Internal 40-pin overvoltage protection and four-level overcurrent protection on VPP and VCC prevent a short circuit from resetting the PC or the programmer.
