The unit includes two 1 TB 2.5″ SATA drives with trays and a 550 W power supply. Rails, cables and any additional drives are not included.

Should I choose the single E5-2650 v3 or add a second processor for my workload?

The board supports two CPUs; the installed E5-2650 v3 provides 10 cores and 20 threads at 2.3 GHz. Adding a second identical processor doubles core count to 20 and threads to 40.

What does the 4 GB DDR4 figure mean once the server is running a hypervisor?

Only 4 GB of ECC registered DDR4 is installed across 16 slots, leaving 15 slots free. For any real hypervisor workload you will need to populate additional modules up to the 1 TB maximum.
