Should I choose the single E5-2603v3 or add a second processor for this R430?

The board supports up to two processors. A second E5-2603v3 doubles the core count to twelve and unlocks the remaining six DIMM slots, raising the memory ceiling to 384GB. For lightly threaded workloads the single six-core 1.6GHz CPU is sufficient.

What does the 24GB DDR4 figure mean once the R430 is running a real workload?

The 24GB is the installed capacity across the twelve DIMM slots. With one processor only six slots are active, so the memory runs at up to 2400MT/s limited by the E5-2603v3. Adding a second CPU enables all twelve slots and the full 384GB maximum.
